Conceptual Power: Decoding the Six Levers of Global Governance

For decades, we have been taught to view power through a flat, two-dimensional lens. People see presidents, parliaments, political parties—the visible mechanism of the state. They believe that history is shaped by the decisions of politicians, their conflicts, and their ideologies. But what if this entire picture is a carefully crafted illusion designed to prevent everyone from seeing the true nature of control?

Imagine a simple puzzle: can you make four equilateral triangles from six matches? Most people will try to solve this problem on a flat surface, endlessly moving the matches, and ultimately fail. They are trapped in two-dimensional thinking. The solution, however, lies in adding a third dimension. By building a pyramid—a tetrahedron—you effortlessly create four triangular faces. This is a perfect analogy for understanding global power. As long as naive people think in terms of the legislative, executive, and judicial branches, they will never understand how the world is actually governed. We must learn to see in three dimensions, perceiving the hidden structures that lie above the visible governance in states.

Beyond the Illusion of Power: A New Way of Seeing

This higher dimension of social governance is what the Concept of Public Security (CPS) refers to as Conceptual Power. This is the highest, most abstract level of control, operating from a supranational level. It does not deal with law-making or day-to-day governance; instead, it shapes the very reality in which governments operate. This control defines goals, sets boundaries, and creates a “corridor” within which societies are directed. The political parties that ordinary people see—the left, the right, and the centrists—are not genuine opponents. They are merely different shepherds tasked with managing different parts of the flock, ensuring that everyone, regardless of their inclinations, remains within the conceptual pen.

The crisis faced by Russia is not just a crisis of the economy or politics. It is a systemic crisis of worldview, a consequence of our nation’s failure to recognize and apply its own Conceptual Power, which has made it vulnerable to external influences. First, we must understand the six fundamental priorities through which this invisible hand governs humanity.

Mechanisms of Hidden Control: The Beekeeper and the Pendulum

To fully understand the nature of Conceptual Power, imagine a beehive. The bees work diligently, collecting nectar and building honeycombs. From their perspective, their life is a direct result of their labor: “as we work, so we live.” But a key element is missing from this scheme—the beekeeper. The bees are completely unaware of his existence. Meanwhile, it is the beekeeper who determines the goals of the hive’s existence, takes the honey, and decides when and how the swarm will develop. He exercises control in a complete function while remaining invisible to the governed. Similarly, human societies: as long as people do not see the “beekeepers” and do not understand the full function of governance, they remain objects of manipulation.

The entire system of global governance is built on the principle of “lie number one against lie number two,” so that the crowd never reaches the truth. We are constantly swung on the pendulum of false alternatives. “Which do you choose: capitalism or socialism?” But both can lead to either prosperity or poverty.

Examples from India and Switzerland, countries with private property but polar opposite living standards, prove this. It is not about the label, but about who prints the money, what the interest rate is, and who owns the rent from natural resources. We are offered a choice: “What is better: a plan or a market?” But these are two sides of the same coin: structured and unstructured governance, which should complement each other rather than oppose. We are made to swing from one extreme to another, preventing us from seeing the essence.

The Six Priorities: Hierarchy of Influence

Hierarchy of Generalized Means of Societal Control
From the slowest, most powerful, and comprehensive to the fastest and weakest lever. (In the image below)
6

Weaponry

Tool: Force.
Direct physical destruction. The fastest, but most primitive and weak in the long-term priority of control.

5

Genetic Weapons

Tool: Vice.
Alcohol, tobacco, drugs. Weapons that destroy a nation's gene pool and block the spiritual development of future generations.

4

Economics

Tool: Money.
World currencies, debt-based loan interest, stock market speculation. Financial enslavement of entire states and peoples.

3

Ideology

Tool: Facts.
Religions, secular ideologies, mass media, technologies. Formation of goals, motives, and behavioral programs in society.

2

Chronology

Tool: History.
Controlling the future through the manipulation and rewriting of history. By depriving a people of their past, you deprive them of their future.

1

Worldview

Tool: Methodology.
Formation of a holistic picture of the world, basic concepts of Good and Evil, and man's place in the Universe.

Conceptual Power is not arbitrary; it operates through a clear hierarchy of six nested management priorities. They are ranked from the most immediate but least stable (conventional weaponry) to the slowest acting but most powerful and enduring (worldview). When a higher priority is successfully applied against society, any victory at lower levels becomes meaningless. Let’s examine them in order of their true power.

Sixth Priority: The Clumsy Tool of Conventional War

At the very bottom of the hierarchy is military weaponry. This is the most primitive and, contrary to popular belief, the weakest tool of governance. When a country resorts to weapons, it means it understands nothing about real governance; once the shooting starts, understanding and control cease. Consider the Soviet Union: we had the strongest army, the most powerful intelligence services, but our country collapsed without a single shot being fired. The USSR achieved victory at this priority in the Great Patriotic War, but just 20 years later, it went to the same Germany to ask for loans at the fourth, economic priority.

Or look at Switzerland. It has never fought a war. Hitler, for some reason, was eager to reach the Volga, while Swiss banks, filled with gold, were just ten minutes away by tank. He was not drawn there. This means they have other, more powerful mechanisms of protection. Therefore, calls from some pseudo-patriots for mobilization and strengthening the army are a profanation, a misunderstanding of the essence of global governance.

Fifth Priority: The Slow Poison of Genetic Weaponry

Much more effective and insidious is genetic weaponry: alcohol, tobacco, and drugs. Its main trick is that it is not perceived as a weapon. It is introduced into the consciousness of society under the guise of “cultural traditions,” “customs,” and “harmless habits.” “How can a Russian man live without a glass?”—this mantra has been drilled into our heads since childhood through films, television, and advertising. This is matrix governance: an informational matrix is created, through which a child by the time they finish school no longer imagines themselves without alcohol.

What actually happens in the body? In a normal state, red blood cells in the blood have a fatty lubricant and pass through the finest capillaries of the brain one by one. When alcohol enters the blood, this lubricant is disrupted, and the red blood cells start to clump together, forming clots. Among the initiated, this is called the “grape bunch effect.” Such a clot simply blocks a capillary, forming a thrombus. The blood supply to the neuron ceases, it is deprived of oxygen, and physiologically dies. This mass death of brain cells is perceived by a person as a harmless state of intoxication. If alcohol is not recognized as genetic weaponry in the ancestral genetics, that lineage is doomed.

Fourth Priority: The Chains of World Money

This is the level at which the real war for sovereignty is fought. As Rothschild said: “Give me control of a nation’s money, and I care not who makes its laws.” Governance is not conducted through parliaments but through finances. Until 1971, money was tied to goods, primarily gold. Paper banknotes were merely certificates of ownership of that commodity.

However, key changes occurred. In 1913, the Federal Reserve System of the USA was created—a private corporation granted the right to print dollars. Two world wars were used to destroy the currencies of the warring powers and elevate the dollar, making it the only currency exchangeable for gold under the Bretton Woods Agreement of 1944. And on August 15, 1971, President Nixon unilaterally severed this last link of the dollar to gold. From that moment on, the dollar is just paper, backed by nothing but coercion.

How does this scheme of enslavement work? Through two main mechanisms: seigniorage and interest rates. Seigniorage is the profit from the issuance of money. The cost of printing a hundred-dollar bill is 10 cents, while its nominal value is 100 dollars. Whoever prints the money makes colossal profits that no other business can compare to. But the main tool is the interest rate. In the Bible, in the book of Deuteronomy, this concept of dominance is laid out: “…and you shall lend to many nations, but you shall not borrow; and you shall rule over many nations, but they shall not rule over you.” One country prints the paper, while another borrows it at interest, giving real resources in return: oil, gas, timber, gold. This is an eternal debt bondage.

Third Priority: The Battlefield of Ideologies

This is an even more formidable weapon, as it shapes the goals and motives of people. This includes all ideological currents, religions, mass media, and primarily television. Television is not just a means of informing; it is a true sorcerer and an informational sponsor of terrorism. It does not merely reflect reality; it programs the future. This mechanism is called egregorial-matrix governance: images and scenarios are thrown into the informational field of society, which then inevitably flow into real life.

Recall any act of terrorism. Do you think its goal is to kill those few unfortunate souls who happened to be at the scene? No. The true goal is to show it on television to millions, perhaps billions, of viewers. This is the global managerial influence designed to sow fear and panic in society and direct its thoughts in the desired direction. If from tomorrow all the media in the world agreed not to show acts of terrorism, the phenomenon itself would lose all meaning. What is the point of an action that no one will know about?

This principle also works on a smaller scale. Once, in the Baltics, there was an act of self-immolation at the Eternal Flame. As soon as it was shown on central television, similar cases began to replicate across the country. The wave only stopped when a ban was imposed on covering this topic. They showed how two newlyweds jumped from a balcony—and this scenario began to repeat. Television provides ready-made behavioral programs that are unconsciously absorbed by the masses. It is on this ideological priority that we have been imposed images of the “green snake” (alcohol), the “green dollar” (financial slavery), and the “green headband”—a symbol that turns people into thoughtless executors of someone else’s will in ideological wars.

Second Priority: Rewriting the Past to Control the Future

As George Orwell wrote: “Who controls the past controls the future; who controls the present controls the past.” To change the vector of a country’s development, it is necessary to strip it of its roots—distort, slander, and rewrite its history. What did perestroika begin with? With the total debunking and demonization of Stalin. This was not a coincidence. It was a deliberate and key operation to change the past to guarantee a different, externally controlled future.

But the true history and schemes of governance were encoded and preserved for us by those who understood the essence of things. One such person was Alexander Sergeyevich Pushkin. He was not just a poet—he was a prophet of Russian civilization, who, in an allegorical and figurative manner, conveyed the deepest knowledge about global governance. In his works, behind each character stands not a human character like Krylov’s, but a global social phenomenon. Take “Ruslan and Lyudmila.” Lyud-mila means “dear to the people”—the Russian people. Where is she abducted by Chernomor? To the “land of the northern mountains.” At first, this information seems strange, but upon deep analysis, it becomes clear that it refers to Switzerland—the headquarters of global conceptual power. Pushkin gave us the keys to understanding, knowing that the time would come when these codes would be deciphered.

We need to understand the wisdom of other rulers as well. As early as 1933, Stalin spoke of the fact that the stability of the Soviet currency is ensured not by gold reserves, but by “the vast amount of commodity masses in the hands of the state, released into circulation at stable prices.” He asked whether economists in capitalist countries would ever understand that they were entangled in the theory of gold reserves. This same thought is encoded in Pushkin’s “Eugene Onegin”: “…and he was a deep economist, that is, he could judge how the state becomes rich, and what it lives on, and why it does not need gold when it has simple products.” Without understanding our true past and deciphering these messages, we will never be able to build a sovereign future.

First Priority: The Absolute Weapon of Worldview

This is the pinnacle of the governance pyramid. It is the formation of the very worldview in the minds of people, their basic notions of good and evil, of the possible and the impossible. In India, the worldview is such that they are born small and can change nothing. They do not rebel; they accept their fate. When representatives of the CPS communicated with representatives of Swiss banking circles, when asked why they do not share their knowledge with humanity, the response was a counter-question: “Do you have a dog? Have you ever wanted to show off your intellect to it?” For them, the rest of humanity is another biological being, a “herd” that can and should be led to the slaughter, as was done in World War II.

At this same level operates the most important deception. The truth is that there is God as a transcendent reality, one for all. But this truth is hidden behind two types of lies, two forms of atheism. The first is materialistic atheism: there is no God, only matter. The second, more insidious, is idealistic atheism: these are all church hierarchies. They act as intermediary-brokers who make money and wield power on the idea of God, substituting for people instead of a direct dialogue with the Higher Mind the puppet intermediaries—Christ, Allah, Buddha—to divide and conquer. Russia’s path is to reach direct Theocracy, bypassing these false constructs.

The Great Deception: How the System Manipulates Choice

The entire system of global governance is built on the principle of “lie number one against lie number two,” so that the crowd never reaches the truth. We are swung on the pendulum of false alternatives. “Which do you choose: capitalism or socialism?” But both can lead to either prosperity or poverty. It is not about the label, but about who prints the money, what the interest rate is, and who owns the rent from natural resources. “What is better: a plan or a market?” But these are two sides of the same coin: structured and unstructured governance, which should complement each other rather than oppose. We are made to swing from one foolishness to another, preventing us from seeing the essence.

The Dawn of a New Era

There is an objective process that makes a return to the old impossible. The CPS calls it the “Law of Time.” For thousands of years, the frequency of technological change on Earth was much lower than the frequency of biological generations (approximately 25 years). A person was born, lived, and died in the same technological order (stone axe, steam engine). Their knowledge and skills were sufficient for a lifetime. But in the 20th century, the curve of technological change sharply rose, and during the period from about 1910 to 1950, it crossed the gentle curve of generational change. This moment, when the frequency of technological renewal became higher than the frequency of generational change, is the true Apocalypse—not the end of the world, but the inevitable collapse of the old management algorithms based on caste, corporate knowledge.

What does this mean in practice? The old logic of social behavior, where a person received some “initiation” into a system of knowledge at the beginning of life that was sufficient until death, has ceased to work. Today, technologies, ideologies, and the entire informational environment change every 5-10 years. This leads to the emergence of a different human genotype—people capable of constantly learning, adapting, and independently comprehending the rapidly changing reality. The former “elite,” whose advantage lay in possessing static, closed knowledge, is losing ground. Their methods of governance are becoming ineffective.

This is what Pushkin spoke about when he wrote about the global predictor: “He brings the stars down from the sky, he whistles—the moon trembles; but against the law of time, his science is powerless.” This information was not previously given to humanity in an open form because, as they say, “the rut was too deep”—society was driven into such rigid frames that it was impossible to escape them. Now, however, thanks to the Law of Time, these frames have been broken. We have entered a new era, in which the old methods of control are losing their power, and the future belongs to those who can think independently and live in harmony with the Laws of the Universe.

Conclusion: The Civilizational Mission of Russia

Russia is not just a country; it is a separate civilization. Not a civilization of matter, as in the West, and not a civilization of spirit without action, as in the East. It is a civilization of measure, harmony, and justice. Every time we have been “attacked,” Russia has contracted and then expanded, becoming even greater. Today, the CPS offers the world a new, fairer path of development, based not on the enslavement of some by others, but on living in harmony with the surrounding world, the cosmos, and God. This is a course towards restoring global sovereignty and fulfilling the civilizational mission embedded in our very history and culture.
